Legal and Political Reforms and Amendments to the Constitutions of the USSR and the RSFSR during the Perestroika (1985 – Early 1990s)

The article introduces an analysis of legal and political reforms in the USSR RSFSR during Perestroika. research objective was to describe implementation reforms. based on systematic approach, which considers independent processes their interaction development. principles included various general scientific methods principle historicism, as well comparative formal methods. sources literature proved that authorities pursued a spontaneous sometimes arbitrary policy, especially reform system reform. While early Perestroika associated with theory socialist rule law, theorists found no special norms would distinguish it from concepts Western liberal bourgeois thought. fact government rejected postulates socialism caused chaotic changes Constitutions RSFSR. When Union center lost its positions, initiative moved republican regional levels. As result, constitutional late 1980s – 1990s increased confrontation allied led domestic conflicts.
